Fair Market Rents, Small Area Fair Market Rents and the FMR history file come from HUD User (Office of Policy Development and Research) for FY2027; income limits are HUD's FY2026 Section 8 limits. These are U.S. government works in the public domain.

FMRs are estimates of gross rent (contract rent plus tenant-paid utilities) at the 40th percentile of recent movers' rents for standard units; HUD sets them for metropolitan areas and non-metropolitan counties, and by town in New England. Small Area FMRs apply only where a housing authority uses them. Always confirm current payment standards with your local public housing agency.
